There is a growing belief among social service providers that it is far more cost effective and more humane to prevent homelessness rather than just provide emergency shelter and food. Furthermore, the U.S. Department of Housing and Urban Development recognizes it is cheaper and more advantageous, in the long run, to allocate funding for prevention rather than for housing. Therefore, federal programs are now funding homeless prevention services.
