The Rule and the International Statutes approved in the Extraordinary General Assembly last october in Rome, govern from now on the International Confederation of the Society of Saint Vincent de Paul, and I have the honour of communicating all the Councils and Conferences, the names of the confreres who will be in charge of international missions as it is defined hereafter.
